I-95 ETL Northbound Extension - Reconstruction of the Interchange at I-95 and MD 152

Construction of the NB roadway began in spring 2021 and is anticipated to be complete in fall of 2024. During the first phases of construction, the current roadway was shifted to the median to allow for the construction of the widened roadway to the outside. Once the widening is completed, traffic will be shifted to the outside to allow construction of the ETL. 

 

 Project Highlights

  • Roadway

    • Reconstruct approximately 2.7 miles of northbound I-95 to add two northbound Express Toll lanes from north of Old Joppa Road to south of MD 24. (The ‘Reconstruction of NB I-95, MD 43 to South of MD 152’ project is underway to extend the existing ETL from north of MD 43 to the southern limit of the I-95 and MD 152 interchange project.)
    • Reconstruct approximately 0.8 miles of MD 152 from MD 7 to Jaycee Drive
    • New ETL ramps to and from northbound I-95 
    • New traffic signal at the intersection of MD 152 and the new ETL ramps
    • New roundabout at the northbound I-95 exit ramp to provide access to the future Park and Ride at I-95 and MD 152
  • Structures
    • Reconstruct MD 152 overpass
    • New ETL ramp structures to and from I-95 and MD 152
    • Widening Winters Run Bridge
    • 10 Retaining walls
    • 2 new noise walls for nearby communities
  • New signage including dynamic message and toll information signage
  • New Intelligent Traffic Systems (ITS)

Traffic Shift on MD 152 at I-95

As part of the Maryland Transportation Authority’s (MDTA) $1.1 billion program to relieve congestion and improve travel along the I-95 corridor into Harford County, travel lanes on MD 152 at I-95 will be shifted to accommodate reconstruction of the existing interchange.

Anticipated to begin on February 9 (weather dependent), MD 152 traffic will shift from their current location to the outside of the roadway in both directions on MD 152 between Old Mountain Road/Jaycee Drive and MD 7 (Philadelphia Road). All access to and from I-95 will retain its present configuration throughout this phase of construction, which will last approximately 3 months. The MDTA reminds drivers to plan ahead and travel off-peak to avoid delays as this critical work continues.

WHAT TO EXPECT DURING CONSTRUCTION

Ground-mounted roadway signs and portable changeable message signs will inform motorists of the new traffic pattern prior to the switch. Motorists should use extra caution while approaching the area. Reconstruction of the Interchange at I-95 and MD 152 & Closure of the MD 152 Park and Ride Lot

As part of the Maryland Transportation Authority’s (MDTA) $1.1 billion program to relieve congestion and improve travel along the I-95 Corridor into Harford County, the MDTA is beginning the reconstruction of the I-95/MD 152 interchange and northbound roadway to accommodate two ETL from south of MD 152 to south of MD 24. Work associated with the interchange will require Old Mountain Road and the existing MD 152 Park and Ride lot to close.

MD 152 Park and Ride Lot to Close

The lot will close on or about December 15, as reconstruction of the I-95/MD 152 interchange begins. To accommodate the existing park and ride users, the MDTA opened a new Park and Ride lot at the intersection of MD 924 and Woodsdale Road, adjacent to the I-95 interchange at MD 24/MD 924 in the Abingdon area of Harford County. The MDTA encourages users of the MD 152 Park and Ride lot to utilize this new facility. Advanced signage has been installed to direct users to the new Park and Ride lot. It will serve the existing MD 152 Park and Ride customers until a new Park and Ride at MD 152 is completed in late 2025. For directions to the new lot please view the MD 24/MD 924 Park and Ride project sheet.

About Construction

Work associated with this project began in fall 2021 and is anticipated to be completed in the fall of 2024. During the first phase of work, the median of I-95 was reconstructed. In addition, the existing Park and Ride and the Old Mountain Road overpass were closed. A new park and ride was opened at MD 24/ MD 924. All I-95 travel lanes and all traffic operations on MD 152 will be maintained during peak traffic periods; however, some travel lanes will be closed during off-peak periods. Drivers should use caution and obey the posted speed limits within the construction zone.
