MARYLAND TRANSPORTATION AUTHORITY BOARD

Mr. Waesche was introduced at his first MDTA Board meeting today

Maryland Governor Wes Moore has announced the appointment of Frank S. Waesche III, P.E. (ret), to serve on the Maryland Transportation Authority (MDTA) Board. Mr. Waesche, a retired professional engineer with more than 40 years of experience in transportation engineering and construction management, was introduced at his first MDTA Board meeting today. The Board serves as the policy-setting, decision-making, and governing body for the MDTA, which finances, builds, operates, preserves, and improves the state’s toll facilities and toll roads. 

“Frank Waesche brings decades of experience delivering complex transportation projects and a deep understanding of Maryland’s infrastructure needs,” said Governor Moore. “His leadership and technical expertise will be a strong asset to the MDTA Board and the people of Maryland.” 

Mr. Waesche spent most of his career with Wallace, Montgomery & Associates, LLP, where he retired as a partner. Before that, he served as Director of the Office of Engineering at the Maryland Transit Administration (MTA), overseeing a $250 million annual capital program. Throughout his career, he has led and supported numerous transportation projects across Maryland, providing construction management services, overseeing design-build delivery and guiding projects from planning through completion. 

“Frank Waesche’s extensive experience in engineering, construction management and project delivery here in Maryland will be an invaluable addition to the MDTA Board,” said Katie Thomson, Maryland Transportation Secretary and MDTA Board Chair. “His perspective will help guide MDTA as we continue to enhance safety, maintain our system, advance critical infrastructure projects and grow Maryland’s economy.”  

With extensive experience in construction inspection and contract management, he has supported various Maryland Department of Transportation (MDOT) modal agencies, including MDTA, the State Highway Administration, and the Maryland Transit Administration, as well as local jurisdictions. His expertise includes constructability reviews, cost estimating, claims analysis, environmental compliance and innovative project delivery. He has also provided training to transportation agencies nationwide and has presented at international industry forums. 

Mr. Waesche holds a Bachelor of Science from Clemson University. He is a life member of the American Society of Civil Engineers (ASCE) and the Engineering Society of Baltimore, a fellow of the American Council of Engineering Companies of Maryland, and a director emeritus of the Maryland Association of Engineers. His honors include the ASCE Meritorious Service Award. 

Established in 1971 by the Maryland General Assembly, the Maryland Transportation Authority is financed by toll revenue without relying on state tax dollars. As it works to connect customers to life’s opportunities, the MDTA is dedicated to innovative transportation solutions that improve connectivity, enhance safety, promote equity, and support economic development. 

“I am honored to be appointed by Governor Moore,” Mr. Waesche said. “I look forward to contributing my experience to support the MDTA’s mission and to help deliver transportation solutions that serve Maryland’s communities now and into the future.” 

The Maryland Transportation Authority Board is comprised of eight citizens appointed by the governor. Members serve four-year terms and cannot serve more than three consecutive terms. 

At the most recent Board meeting, Secretary Thomson and MDTA Executive Director Bruce Gartner thanked outgoing Board Member Mario J. Gangemi, P.E., for his service to the Board.
