The Maryland Transportation Authority (MDTA) Board voted on July 25, 2019 to seek public comment and hold hearings on a package of toll payment options that would provide cost savings for customers. Governor Larry Hogan had previously outlined how this toll relief package would save Marylanders more than $28 million over five years.

Final Board Vote:

The last public comment period began October 24, 2019 and ended on November 7, 2019 for the final recommended proposal accepted at the MDTA Board’s monthly meeting. The proposal included:

Pay-By-Plate. This new payment method allows tolls to be automatically billed to credit cards at the same rate that cash customers pay today for all facilities except the Intercounty Connector/MD 200 (ICC) and I-95 Express Toll Lanes (ETL). For the all-electronic ICC and ETL, customers who use this method will pay at least 20 percent less than the Pay-by-Invoice (Video Toll) rate and 25% more than the E-ZPass rate. Pay-By-Plate benefits infrequent toll customers as well as those who do not want to maintain a prepaid E-ZPass balance. This option will be available April 2021(updated April 2021).

New vehicle classes with lower rates. Toll rates will be reduced 50 percent for motorcycles, and will be cut 25 and 17 percent, respectively, for “light” vehicles towing one- and two-axle trailers, such as those used for watercraft or landscaping equipment. These new categories will take effect by fall 2021 (updated April 2021).

Discount for Early Payment of Video Tolls. A 15 percent discount for Pay-by-Invoice (Video Tolling) customers who pay the toll before their invoices are mailed and within a predetermined time period will take effect April 2021 (updated April 2021). Since MDTA won’t have to send out a bill, the agency can pass these savings on to the customer.

A Toll Hearing Final Report was submitted on October 17, 2019 for review by the MDTA Board and can be reviewed at the link below. The final proposal was presented on October 24, 2019 to the MDTA Board and can be reviewed at the link below. The final proposal does not include any changes to the original proposal presented to the public.

On November 21, 2019, the Board unanimously approved the statewide toll modernization plan and an accompanying package of new payment options that will save Marylanders more than $28 million over five years.

The new package of $28 million in savings marks the third round of toll relief during the Hogan Administration, resulting in total savings to customers of up to $344 million. Previous measures included a 2015 toll rollback to save Marylanders $270 million by 2020, and a 2018 initiative for free E-ZPass transponders designed to save drivers $46 million over five years.

    The hearings were held from 6:00 – 8:00 PM (6:00 – 6:30 PM open house; 6:30-8:00 PM public testimony). The same information was presented at each location. The general public will be allowed three minutes per person.  Locations will be accessible to individuals with disabilities. Sign-language interpreters, non-English language interpreters, real-time captioning and assisted listening devices can be provided upon request. Individuals who require these accommodations or auxiliary aids should contact the MDTA at 410-537-1000 (711 for MD Relay) no later than three business days before the date they wish to attend.
