MDTA Announces Construction Management and 

Inspection Services Contracts for Key Bridge Rebuild

BALTIMORE (February 12, 2025) – The Maryland Transportation Authority (MDTA) today announced three $20 million Construction Management and Inspection Services contracts which were approved today by the Maryland Board of Public Works in support of the Key Bridge Rebuild Project. The contracts, awarded to Greenman-Pederson, Inc./Gannett Fleming, Inc., a Joint Venture; Michael Baker International, Inc. / STV, Inc., a Joint Venture; and AECOM Technical Services, Inc., designate them as the construction management and inspection services consultants. These consultants will perform a wide range of services which may include undertaking constructability reviews, conducting detailed inspections of all construction work such as erosion and sediment control compliance, maintenance of traffic, materials testing, scheduling, document control and providing assistance to MDTA’s compliance officers in monitoring and enforcing Disadvantaged Business Enterprise (DBE) goals associated with the rebuild of the Key Bridge.

MDTA released a request for proposals on September 9, 2024, inviting teams to submit technical proposals for the Construction Management and Inspection Services contract. The proposals received in October 2024 were evaluated by MDTA, and the contracts were awarded by the MDTA Board in January 2025 to the three separate teams with the three highest ranked technical proposals. The open-ended, task-order-based contracts each have a 33% DBE goal and a duration of five years. 

The Construction Management and Inspection Services consultant teams will work with MDTA’s General Engineering Consultant, Bridging Maryland Partnership, and the Progressive Design Builder, Kiewit Infrastructure Co., to serve as MDTA’s construction representative for the Key Bridge Rebuild. The consultant teams will ensure quality throughout the construction process and that the process meets the needs and expectations of the design and permits.
