VIRTUAL PROJECT UPDATE FOR I-95 AT BELVIDERE ROAD INTERCHANGE IMPROVEMENTS AVAILABLE MAY 19

MDTA Website to Provide 24/7 Access to Materials on Cecil County Project Study

BALTIMORE, MD – An interchange study for Interstate 95 at Belvidere Road in Cecil County will be the subject of a virtual project update on the Maryland Transportation Authority (MDTA) website beginning next week. The update for the I‐95 at Belvidere Road Transportation Improvements study is being presented virtually as part of MDTA’s commitment to protect the safety of the public and employees during the COVID-19 health emergency. Materials will be available beginning 6 p.m. Tuesday, May 19, and will remain online for 24/7 access. Such online presentations are important tools to facilitate participation from community stakeholders.

The MDTA, in coordination with the Federal Highway Administration (FHWA) and Cecil County, is studying the roadway network in the vicinity of Belvidere Road along I-95 to address future traffic capacity, safety and current and planned development within the Principio Enterprise Zone. The proposed improvements are Cecil County’s top transportation and economic priority. In 2018, the Hogan Administration announced the study to consider alternatives to promote safety, improve access, support jobs and spur economic development in the area.

The virtual project update will consist of a recorded close‐captioned video posted to the project website. Due to the COVID‐19 stay‐at‐home order, an in‐person presentation will not be held. Information in the virtual project update will include an overview of:

  • an alternative for an I-95 interchange with Belvidere Road, which is being proposed for further design and construction;
  • a “no-build” alternative that would include only normal maintenance;
  • the evaluation criteria for selecting the interchange alternative; and
  • the project schedule moving forward.

The presentation and materials will be available beginning 6 p.m. Tuesday, May 19, at:
mdta.maryland.gov/Capital_Projects/I-95_At_Belvidere_Road_Study/Home.

The proposed project would be a Public Private Partnership (P3) between MDTA, Cecil County and Stewart Properties. Interested design builders may follow the project on eMaryland Marketplace Advantage and contact the Procurement Officer as needed.

The study involves a National Environmental Policy Act (NEPA) review that included public comment and open house events in 2018 and 2019. Public participation in the NEPA process is voluntary and solicited without regard to race, color, national origin, age, sex, religion, disability, income level or family status. The virtual project update is not a requirement of NEPA, but MDTA is presenting it as part of its commitment to keep residents and stakeholders informed and up to date.
